I just encountered a doubt about whether I could use my UK debit card in India in ebay.
It turns out you cannot use your bank debit cards 'online' in other countries. Only credit cards work that way.
Alternatives to get the money from the foreign bank account to your current country are,
1. Transfer online - for which the bank demands a basic fee. In my case it was 10 GBP.
2. Use the ATM - for which too the bank demands a basic fee.
In my case the one alternative I used is: Use the UK ebay to purchase an item and send it to India. I had a very little amount so this was a better alternative than transferring or using an ATM.
If you have a huge amount of money in your foreign bank account, online transfer is a better option.

Yes, I have been in this case and some banks charge higher than the basic fee.
